PRIVACY POLICY OF THE LITHUANIAN HYDROMETEOROLOGICAL SERVICE UNDER THE MINISTRY OF ENVIRONMENT

☺This Privacy Policy applies to the website www.meteo.lt of the Lithuanian Hydrometeorological Service under the Ministry of Environment (hereinafter – LHMT) and to the “Meteo.lt” mobile application for Android and iOS platforms.

This Privacy Policy also applies to the “Meteo.lt” mobile application distributed through the Google Play and Apple App Store platforms.

This Privacy Policy explains what personal data LHMT may collect and process, for what purposes such data are used, how long they are stored, to whom they may be transferred, and what rights data subjects have.

The Lithuanian Hydrometeorological Service under the Ministry of Environment (hereinafter – LHMT), legal entity code 290743240, address Oršos g. 8, Vilnius, is the controller of personal data processed by LHMT and undertakes to ensure that personal data are processed in compliance with the personal data protection requirements applicable to data controllers.
This Privacy Policy does not apply to links provided on the LHMT website to websites of other persons. Therefore, we recommend that you read the Privacy Policy or rules of such websites before submitting any of your personal data there.

This Privacy Policy provides information on:
    • the purposes of personal data processing by LHMT;
    • the legal bases for personal data processing by LHMT;
    • the personal data processed by LHMT;
    • the personal data retention periods;
    • the provision of personal data;
    • the rights of data subjects and the exercise of those rights.

LHMT processes personal data for the following purposes:
1) examination of requests from persons regarding the provision of hydrometeorological and other services;
2) examination of requests, applications, proposals and complaints from persons;
3) maintaining contact with LHMT partners, service providers and recipients;
4) selection of civil servants / employees;
5) organisation and evaluation of events;
6) publicity of LHMT activities;
7) ensuring the operation of the website www.meteo.lt;
8) ensuring the operation of the “Meteo.lt” mobile application for Android and iOS platforms;
9) organisation of public auctions and implementation of purchase-sale agreements concluded by auction.

1. Processing of personal data for the provision of hydrometeorological and other services
LHMT processes personal data for the purpose of providing hydrometeorological and other services (hereinafter – services). Data related to the provision of services may include: the person’s name, surname, address, contact details for communication, and other information provided by the person in relation to the provision of services.
Data related to the provision of services are processed in order to provide services and maintain accounting records related to the provision of services. These personal data are processed for the fulfilment of obligations established by legal acts.
LHMT stores personal data for as long as required by the legal acts regulating LHMT activities: documents related to the provision of hydrometeorological services are stored for 3 years; requests for the provision of measuring instrument verification and calibration services are stored for 5 years; accounting documents related to the provision of services are stored for 10 years.

Please be informed that in cases where personal data are processed for the purpose of providing hydrometeorological services through LHMT electronic services via the Electronic Government Gateway, additional personal data are collected for identity verification: name, surname, personal identification number, email address and telephone number.

2. Processing of personal data for the examination of requests, applications, proposals and complaints
LHMT processes personal data for the purpose of examining requests, applications, proposals and complaints. Data processed for the examination of these documents include: the name, surname, address and contact details of the person submitting the document. Other data necessary for the examination of these documents may also be collected.
These personal data are processed for the fulfilment of obligations established by legal acts. Requests, applications, proposals and complaints submitted by persons, as well as documents related to their examination, are stored for 1 year after the decision has been made.

3. Processing of personal data for maintaining contact with partners, suppliers and service recipients
LHMT processes personal data in order to maintain contact with partners, suppliers of goods / services, recipients of hydrometeorological and other services provided by LHMT.
For this purpose, the following data of partners, suppliers of goods / services, recipients of hydrometeorological and other services provided by LHMT and/or their representatives and employees may be processed: name, surname, contact details and position.
These data are processed for the purpose of performing contracts with partners, suppliers of goods / services, and recipients of hydrometeorological and other services provided by LHMT. They are stored for as long as required by the legal acts regulating LHMT activities: cooperation agreements are stored for 5 years after the expiry of the agreement; contracts for purchased services, goods and works, as well as contracts for the provision of hydrometeorological and other services by LHMT, are stored for 10 years after the expiry of the agreement.

4. Processing of personal data for the selection of civil servants / employees
For the purpose of selecting civil servants / employees, LHMT processes the personal data of candidates applying for positions or work functions, which the person provides when submitting documents to participate in the selection process.
These data are processed on the basis of the person’s consent. The data of candidates who are not selected for positions or work functions are destroyed within five working days from the end of the selection process, namely when the candidate is notified that an employment contract will not be concluded with them / the candidate will not be selected as a civil servant.
Upon receipt of the candidate’s consent, personal data are stored for 1 year from the date of receipt of the consent.


5. Processing of personal data for event organisation
LHMT processes personal data for the purpose of organising events. Depending on the event, participants’ registration data may be processed: name, surname, name of the institution, position, email address, telephone number and other personal data necessary for organising the event.
These data are processed on the basis of the person’s consent and are destroyed within five working days after the end of the event.

6. Processing of personal data for the publicity of LHMT activities
For the purpose of publicising LHMT activities, personal data may be processed in presentation reports, leaflets and social media networks.
For this purpose, the following data may be processed: name, surname, position, photograph and other personal data necessary for the publicity of activities.
These data are processed on the basis of the person’s consent and are stored for 2 years from the date of publication.

7. Processing of personal data to ensure the operation of the website www.meteo.lt LHMT processes personal data in order to ensure the operation of the website www.meteo.lt. When using the LHMT website, the following data may be processed: IP address, type and version of the web browser used, operating system, number of visits, website pages viewed, duration of the visit to the website, etc.
These data are obtained through cookies and processed on the basis of the person’s consent.

8. Processing of personal data to ensure the operation of the “Meteo.lt” mobile application for Android and iOS platforms
LHMT processes personal data in order to ensure the operation of the “Meteo.lt” mobile application for Android and iOS platforms. To ensure the operation of the application, information about the device used, the operating system and the application version may be processed.
The user’s location information is used to ensure the operation of the application; however, this information is not stored on LHMT servers and is not transferred to third parties.
Location information is used only to determine the user’s location and to provide relevant weather information and meteorological warnings.

9. Processing of personal data for the organisation of public auctions and implementation of purchase-sale agreements concluded by auction
For the purposes of organising public auctions and implementing purchase-sale agreements concluded by auction, LHMT processes the personal data of public auction participants provided by persons during registration for the auction: name, surname, personal identification number, telephone number and email address.
These data are processed on a lawful basis, namely a legal obligation, and are stored for 10 years from the date of the auction.

Provision of personal data processed by LHMT
LHMT may provide personal data:
        ◦ when implementing the one-stop-shop principle established by legal acts: to state institutions competent to examine a person’s request, notification or complaint, where the matters specified in such documents do not fall within the competence of LHMT;
        ◦ to courts for the examination of disputes concerning decisions adopted by LHMT;
        ◦ upon request by institutions that have a lawful basis and purpose for obtaining personal data.

Exercise of data subjects’ rights
A data subject has the right to contact LHMT regarding matters related to the processing of personal data. The data subject has the following rights:
    • to receive information about data processing;
    • to access the data;
    • to request rectification of the data;
    • to request erasure of the data;
    • to restrict data processing;
    • to object to data processing;
    • to lodge a complaint with the State Data Protection Inspectorate;
    • to withdraw the consent given.
     • In order to exercise these rights, a person may contact LHMT with a written request, confirming their identity. Requests for the exercise of rights where it is not possible to identify the person submitting the request are not examined by LHMT.  The request form is available here.
Requests may be submitted:
    • in person at LHMT, Oršos g. 8, 09300 Vilnius;
    • by post or courier to LHMT, Oršos g. 8, 09300 Vilnius;

     The request must be legible and signed. It must include the person’s name, surname, place of residence, contact details for communication, and the right the person wishes to exercise.
If the request is submitted by a representative of the data subject, the request must also include the representative’s name, surname, place of residence and contact details for communication.
Methods of identity verification:
1) When submitting a request in person: by presenting an identity document to an LHMT employee;
2) When submitting a request by post or courier: a copy of the identity document, certified in accordance with the procedure established by legal acts, must be submitted together with the request;
3) When submitting a request by email: the request must be signed with an electronic signature.
When submitting a request through a representative, a document confirming representation, or a copy thereof certified in accordance with the procedure established by legal acts, must additionally be submitted together with the request.
LHMT reserves the right to update or amend this Privacy Policy at any time. Such updated or amended Privacy Policy shall enter into force from the date of its publication on the LHMT website.
