1. Strengthening of Lithuania’s institutional capacities in the ambient air quality modelling and forecasting
Project was aimed at capacity building in the ambient air quality modelling by provision of meteorological data necessary for input to pollution dispersion models of various resolution. LHMS capacities in observing and forecasting meteorological parameters will be strengthened by modernisation and automation of a part of meteorological stations, creation of data transfer and processing system, and by training of relevant staff.
Project was funded from 2004 EU Transition Facility’s institutional strengthening programme. Total costs of the project: LTL 2 640 000. Tender was awarded to the Finnish Meteorological Institute. Project implementation period was planned from 14 December 2006 till 14 March 2007. Procurement tender was awarded to and procurement contracts signed with joint-stock companies “Lidivos technologijos” and “B.G.M” (Lithuania). Project activities were completed by 30 June 2006.

2. Institutional strengthening in preparation for upgrading of Lithuania’s meteorological network
The project was successfully completed on 30 June 2006. The purpose of the project was to strengthen the capacities of Lithuanian Hydrometeorological Service in preparation for upgrading of Lithuania’s meteorological network. The project was funded from the 2003 PHARE Unallocated Envelope. Total cost of the project amounted to LTL 862 500. The tender had been awarded to the Finnish Meteorological Institute, which prepared a programme of development (optimization) of the network of Lithuania’s meteorological stations, a guide on the use of automatic weather stations for meteorological observations, and trained the relevant staff. Also a computer cluster was purchased for the numerical weather prediction modelling purposes.

3. Spring flood forecasting in the downstream of Nemunas
Project implementation completed in May 2005. With the assistance of project partner, Swedish Meteorological and Hydrological Institute, a hydrological software (precipitation–runoff model) was implemented at Hydrology Division of LHMS and relevant specialists trained to operate the model. Project was funded by Swedish International Development Agency (SIDA) allocating LTL 152 000.

4. Upgrading and development of LHMS water gauging station network in the Lielupė river basin’s region
Project was completed on 30 September 2005. Under the project, 6 new water-gauging stations were established and 2 existing upgraded. New equipment to measure water level and water temperature was installed at the stations. Collected data are transferred to central database in Vilnius. All new and upgraded stations are operating without flaw and the quality of data received is meeting all expectations. Project costs: EU PHARE funds - LTL 364 340, LHMS contribution - LTL 103 845.
